-Residency: recipient must reside in Cecil, Kent or Harford County;
-Academic Programs: recipient must be enrolled in an Education or Healthcare Program; with preference to a
student with an interest in special needs/special education;
-GPA: recipient must maintain a 3.0 GPA;
