Clarence M. Webb, Jr. Memorial Scholarship

Born in the village of Fairlee (Kent County) in 1906, Clarence M. Webb, Jr., grew up on and managed various farms in Kent County and southern Cecil County. During the 1920’s and 1930’s, he was the farm manager for Dupont Executive and Philadelphia Phillies owner, Robert ‘Ruly’ Carpenter, whose farm fronted the Bohemia River. As an avid hunter and conservationist, he also served as U.S. Deputy Game Warden and managed a waterfowl banding station outside of Earleville prior to the Second World War. Moving to Elkton in 1940, he was founder and President of United Paving Co. until his death in 1994. He maintained a large flock of geese and ducks on his property along U.S. Route 40, and was a well-known decoy carver throughout his life. He is a past president of the Elkton Lions Club and the Elkton Chamber of Commerce.

This fund is established by his great-grandson, Jeremy Rothwell. A native of Cecil County, MD, Jeremy is a 12th-generation Eastern Shoreman, and currently resides in the village of Massey (Kent County). He earned a B.A. in political science and history from Washington College, an M.A. in Urban Affairs and Regional Planning, and a Graduate Certificate in Historic Preservation, both from the University of Delaware. He is employed as Planner for Smyrna, Delaware, and is responsible for managing and directing new growth and redevelopment efforts within the municipality. He has previously worked as a planner for Talbot County, Maryland and Harrington, Delaware, and as a legislative assistant to Delegate David Rudolph. He serves on the Delaware State Historic Review Board, the Kent County Historic Preservation Commission, on the Board of Directors for the Cecil Land Trust and Preservation Delaware, Inc., and as the Secretary of the Upper Bay Ruritan Club and the Community Fire Company of Millington.

Impact

The purpose of this fund is to promote the study of agriculture and to foster the growth and development of young farmers in Cecil County.

Scholarships
