First priority will go to Cecil County residents, followed by Maryland residents, then out-of-state.
- Recipient must be enrolled in a credit program or continuing education program of study at Cecil College.
- Recipient in credit programs must have and maintain a 2.5 GPA, and good standing in certificate program
