Cecil Soil Conservation District Edgar “Duty” Hevelow Memorial Scholarship

Edgar “Duty” Hevelow served on the Cecil Soil Conservation District Board of Supervisors from 1972 to 2013. Duty’s involvement with the Cecil SCD encompasses nearly the whole span of his 60 year farming career. Duty encouraged his fellow landowners to participate in providing drainage relief for the Warwick-Cecilton community where flooding had been a severe concern. He was involved with educational outreach and the construction activities. In the early 1990’s,
Duty was the first farmer in the Delmarva region to complete a series of water and sediment control basins which still are functioning today. Duty has a legacy of installing a variety of best management practices such as a grassed waterway, grade stabilization structure, sediment control pond, a stream crossing, and other notable agronomic conservation practices.
